Climate Action and Adaptation Plans
Update (January 2026):
On January 20, 2026, the Half Moon Bay City Council formally adopted the Climate Adaptation Plan (Phase Two). This adoption marks a significant step for the community, as the plan now officially guides the City’s efforts to prepare for and respond to climate-related risks, including sea level rise, flooding, wildfire smoke, and other climate impacts.
While developed in two phases, the Climate Action and Adaptation Plans are intended to be viewed as a single, unified document, with Phase Two building on the strategies and goals established in Phase One. Together, the combined document is referred to as the Climate Action and Adaptation Plan (CAAP), serving as a comprehensive framework for both reducing greenhouse gas emissions and increasing community resilience.
The City of Half Moon Bay is pleased to present its final draft of the Climate Action and Adaptation Plans (CAP). This CAP is designed to be a blueprint of our community’s response to challenges posed by climate change; the document is a 'living' document that reflects the ongoing efforts and challenges our community faces as the impacts from climate change grow more frequent, severe, and urgent.
Our City cannot solve the climate crisis alone. Phase 1 of the Climate Action and Adaptation Plan documents how Half Moon Bay plans to collaborate with our partners in county, state, and federal governments, along with community organizations and local businesses to assist in reaching State climate goals. This plan is focused on Climate Action, and is a roadmap for creating new programs, services, and policies that will support our community in taking actions that reduce greenhouse gas (GHG) emissions.

Climate Action and Adaptation Plan (CAAP) Outreach Pilot Project
In the fall of 2019, The City of Half Moon Bay received a $60,000 grant from the County of San Mateo Office of Sustainability to complete the CAAP outreach pilot project. The City partnered with local community organizations to conduct climate change education and outreach to under- and unrepresented communities within Half Moon Bay. The city worked with Latinos, seniors and the youth by partnering with three community based organizations (Ayudando Latinos A Soñar (ALAS), Senior Coastsiders, and Youth Leadership Institute (YLI) ) to hold 17 events in September – December of 2019. These events included movie screenings, surveys, workshops, murals and VR simulations to and gain valuable insight on the climate change concerns of these populations.
All three community-based organizations presented their findings and recommendations to City Council at the January 21, 2020 meeting. The City of Half Moon Bay plans to continue this valuable outreach and will be incorporating their findings in their upcoming Climate Action and Adaptation Report.

The City of Half Moon Bay is pleased to present its adopted Climate Adaptation Plan, approved by the City Council on January 20, 2026. This Plan focuses on preparing the community for the impacts of climate change and promoting a healthy, resilient, and sustainable Half Moon Bay. Like Phase One, the Climate Adaptation Plan is a “living” document that will continue to evolve as conditions change, new information becomes available, and implementation progresses.
The Climate Adaptation Plan addresses a range of climate-related hazards, including sea level rise, flooding and landslide risk, wildfires, smoke, and other climate impacts. The Plan identifies vulnerabilities and outlines strategies to protect residents, natural resources, infrastructure, and community assets while strengthening the City’s ability to respond to future climate challenges.
Phase Two builds upon the City’s Climate Action and Adaptation Plan process. While Phase One focuses on reducing greenhouse gas (GHG) emissions and achieving State climate goals, the Climate Adaptation Plan provides a complementary framework for increasing resilience and ensuring Half Moon Bay is prepared for the effects of a changing climate.
