Deborah Penrose has been a dedicated member of the Half Moon Bay City Council since her initial election in 2014, followed by re-election in 2018. She served as Vice Mayor in 2017 and Mayor in 2018, and most recently again as the 2026 Vice Mayor, demonstrating her commitment to civic leadership and community engagement.
Before entering public service, Vice Mayor Penrose built a distinguished career as a physician, practicing general medicine in Half Moon Bay for 22 years. Her professional journey began in the arts—she earned a Bachelor of Fine Arts degree and worked as a fashion illustrator before volunteering with Vista in Washington, D.C. In 1980, she relocated to Montara and later opened her first medical practice in Concord.
Vice Mayor Penrose remains actively involved in regional initiatives and advocacy. She serves on the Chamber of Commerce Governmental Affairs Committee, the Board of the Peninsula Congestion Relief Alliance, and San Mateo County’s Office of Emergency Services. She is also a member of the League of California Cities Latino Caucus and has completed Community Emergency Response Team (CERT) training.
Her current term on the City Council concludes in December 2026.
